In this game of urban development, the winner is the first to create a community chock full of art, food, and history - the cultural life of every city. Along the way, you will discover landmarks, meet local citizens, and see Philly in a whole new way.

The object is to manage your resources in order to build up your favorite neighborhoods. Along the way meet local citizens, visit landmarks, and see Philadelphia as you never have before! Every player needs their own deck to play, and one deck per person.
